Roger has spent the past few years serving as Metro Parks Tacoma’s project manager on the huge project to convert the contaminated Asarco slag heap into a world-class waterfront park. Dune Peninsula at Point Defiance opens to the public on July 6th. The project also includes the Wilson Way bridge that finally provides a way for pedestrians and cyclists to connect between Point Defiance Park and the Ruston Way waterfront without crossing a major traffic route. After the meeting, attendees will be allowed inside the construction fence for a sneak peek of Dune Peninsula.
You should have received 2 emails from Past President Mark Anderson related to the changes in the By-Laws, one on 5-17 and one on 6-6. At our meeting this week we will to vote as a membership whether to approve the amended Club Bylaws. We need 90 members present! To those of you who provided feedback in the development of these new Bylaws, thank you – your professional expertise and personal insights proved invaluable in the process of updating our Bylaws. Below are the critical points Mark made in his correspondence.
In September 2018, we adopted the Club Constitution in the form mandated by Rotary International. With that as our new "reference point," it soon became clear that our Bylaws would benefit from a more comprehensive overhaul. The primary purposes of this overhaul were to 1) update the Bylaws to be consistent with our new Club Constitution and other direction from Rotary International, 2) remove provisions that are no longer required to be in our Bylaws, but offer them for consideration as Club policies, 3) reduce redundancy by, for example, removing provisions that are already stated in our Club Constitution, and 4) increase flexibility in the administration of our Club by, for example, removing attendance requirements and replacing them with new provisions related to engagement.
The proposed Bylaws (here is a link) are much shorter than our current Bylaws. Apart from comparative brevity, here is a description of the most notable/noticeable features of the proposed revisions to our Bylaws:
Adds a Table of Contents.
Adds a new Article for Definitions.
Adds broad provisions for the creation of a new, optional office of Vice President. As currently envisioned, the office of Vice President could be used as a tool for leadership succession planning, and could be filled by a member as a first step toward ultimate service as President.
Adds the office of Sergeant-at-Arms, as required by the Club Constitution, but worded to permit a President the option of filling the office.
Removes or simplifies Bylaws where the subject matter is already addressed in our Club Constitution.
Removes Bylaws provisions that are not required to be stated as Bylaws, but that could more appropriately be stated as policies. (These removed provisions have been assembled for later use in developing and promulgating policies.)
Adds references to provisions of our Club Constitution at the bottom of some Articles where appropriate.
Includes language from the RI-Recommended Bylaws where appropriate.
In Article VIII, changes “Internal Controls and Oversight Committee (‘ICOC’)” to the “Finance Committee,” to be consistent with current practice.
Changes “initiation fee” to “new member fee” where applicable.
Dramatically shortens Article X - Membership. Most of this is not required to be in our Bylaws and would better be stated as policy/procedure.
Dramatically shortens Article XI - Duration of Membership. Most of this is already in our Club Constitution.
Deletes the contents of Article XII - Classifications. All of this is already in Article 11 of our Club Constitution.
Renames Article XIII to “Engagement,” and dramatically shortens its provisions.
Deletes the contents of Article XIV - Arbitration and Mediation. All of this is already in Article 19 of our Club Constitution.
Renames Article XVI to “Conduct of Business,” and adds a provision regarding Rules of Order (formerly a separate Article).
Adds new Sections that identify certain Bylaws provisions that supersede the provisions of the Club Constitution, where permitted by the Club Constitution.
Further revisions were made based on comments from our Members after the 5-17 email:
Honorary Members will now have voting rights;
A Vice President will be entitled to vote as a member of the Board and as a member of the Executive Committee;
The Article II provision regarding Director attendance at Committee meetings has been revised for clarity;
The insurance requirements under Article VIII, Section 5 have been expanded; and
Wording has been tightened up in several places.
Thank you for your role in refreshing our Club Bylaws and making them work for us.

The Fellowship/Relationship Building Committee invites all members of Tacoma #8 to join them on Thursdays at 5 pm. Thursdays at 5 at Sprague Pest Solutions
We had another great group join us to learn more about Sprague Pest Solutions. We should all be proud of this 93 year old Tacoma company. We had fun trying out the 1949 service vehicle that Larry Treleven's father drove, and learning about how they have grown and evolved and that they are all about the people. We saw their wall of all 20 year employees...but no bugs or critters to show us! Check out these members networking and enjoying Rotary in a different way!
